The Houston Independent School District Board of Education on Thursday authorized the district to negotiate contracts with three firms to provide construction manager at risk (CMAR) services on selected bond projects.
CMAR is a construction delivery method that involves a commitment by the contractor to deliver a project within a guaranteed maximum price. HISD administrators recommended the following CMAR firms for the following projects:
- Askew Elementary School – DivisionOne Construction, LLC
- Austin High School – DivisionOne Construction, LLC
- Garden Oaks Montessori – B3Ci, A Joint Venture
- Sam Houston Math, Science & Technology Center – Satterfield & Pontikes Construction, Inc.
- Westbury High School – Satterfield & Pontikes Construction, Inc.
- Wharton Dual Language Academy – DivisionOne Construction, LLC
- Young Women’s College Preparatory Academy – Satterfield & Pontikes Construction, Inc.
The three firms were chosen from a pool of nine contractors based on several selection criteria, including qualifications, relevant experience, safety records, minority and women-owned business enterprises (M/WBE) plans, construction methodology and phasing strategy, and financial stability. Qualified firms were then invited to submit cost proposals for construction services.
Each of the three have committed to contracting 20 percent to 30 percent of their work to M/WBE consultants. In addition, while not part of the selection criteria, each firm has a local office in Houston.
