Intent to Return (2024-2025 School Year)

High-quality educators are the strongest drivers of student learning and success. In addition, predicting vacancies accurately— and hiring earlier— gives campuses the best opportunity to provide students excellent teaching and learning year-round.

As we approach peak season for hiring more teachers, we want to better anticipate vacancies. The earlier vacancies are predicted, the earlier hiring can take place, and the more likely schools are to be staffed with high-quality educators by the first day of school. This benefits our students and fellow teachers.

The Office of Talent is administering a formal Intent to Return survey from Feb. 15 – March 10, 2023. Qualifying educators will have the ability to name their intentions for the 2023-2024 school year via OneSource Self-Service, selecting one of the following options:

  • Option #1: I intend to continue in my current position at my current school.
  • Option #2: I intend to apply for a voluntary transfer to another school within HISD during open transfer.
  • Option #3: I intend to apply for a school leadership position (e.g., assistant principal, dean, counselor, etc.).
  • Option #4: I intend to apply for a central office position with HISD.
  • Option #5: I intend to retire at the end of this school year (June 2023).
  • Option #6: I intend to resign at the end of this school year (June 2023).
  • Option #7: I have not decided, but am thinking about resigning at the end of this school year (June 2023).

All teachers are strongly encouraged to respond to the survey. Furthermore, you must complete the survey to continue participation in Commit: HISD or to be eligible for the Early Notification Program.

Commit: HISD Teacher Retention Program

Teachers who are part of Commit: HISD—the district’s three-year invitation to stay through 2025—will confirm their continued participation in Year 2 via the survey by selecting Option #1, Option #2, Option #3, or Option #4. They will then receive their second incentive payment ($1,500) in April 2023 upon signing their SY 2023-2024 contract. Also, if you joined the district as a teacher after the Commit: HISD invitation closed last spring, you will receive a direct email inviting you to join Commit: HISD this month. If you join, committing to stay teaching in HISD through at least June 2025, you will also earn $1,500 in April 2023.

Open Transfer Window (and Transfer to RISE Window)

Additionally, open transfer will soon be taking place. Open transfer provides teachers, counselors, nurses, librarians, and other qualifying educators on a Chapter 21 contract an annual opportunity to both switch campuses and accept job offers within district departments. Teachers at RISE campuses will continue to be eligible for up to $10,000 in additional pay in SY 2023-2024.

Open Transfer (Central Office Departments)March 20 – April 28, 2023Qualifying educators on a Chapter 21 contract may transfer into Central Office roles. Transfers will not be initiated until the end of a qualifying educator’s duty schedule.

Early Notification Program

Educators who select Option #5, Option #6, or Option #7 will qualify for the Early Notification Program (ENP), receiving a $1,000 incentive for notifying the district of plans to not return in advance. Selecting these options does not obligate employees to separate from the district. However, a voluntary separation must be submitted via OneSource Self-Service by March 31, 2023 to receive the incentive.
