Open Transfer Period for the 2024-2025 School Year
The annual Open Transfer Period for the 2024-2025 school year will run from March 25 to April 26, 2024. Transfer requests must be submitted by the principal and accepted by the employee by April 26. Requests submitted after this deadline will not be considered. Open Transfer guidelines can be accessed here.

EMPLOYEES
- Please visit the Careers page on the HISD website to view 2024-2025 vacancies.
- If interested in a specific position, ensure that you meet the following criteria:
- Hold a valid Texas educator certificate in the requested subject area vacancy
- Must not be recommended for a non-renewal of contract or entering a 4th year probationary status
- Must demonstrate a level of effective performance (reviewed at the discretion of the receiving principal)
- Teachers in the process of being accepted into a PERM Cohort are not eligible to transfer
- To be considered for the position, network with principals, providing the following:
- Your name
- Your employee ID number
- Job title of which you are interested
- Attach a resume or include a summary of your experience
- Employee can only accept one transfer during the open transfer period
- Due to high volume, Principals may only contact candidates of interest.
- After you have been offered a position at a school, please do the following:
- Please check your HISD email address to accept your Open Transfer request. Open Transfer requests will not be processed by Human Resources until the offer is accepted.
- Visit Employee Open Transfer Portal to review the status of your request.
PRINCIPALS
Before Making an Offer:
- Ensure that you have a confirmed anticipated vacancy to support an open transfer for the 2024-2025 school year.
- Ensure that an open/funded PC# is available for the transfer, otherwise the transfer will be denied.
- Must review available teacher proficiency data and verify that the employee is eligible to transfer.
- Must confirm that the teacher holds a valid Texas educator certificate and/or qualifies for a waiver in the subject and grade level area vacancy.
After Making an Offer:
- Submit and track open transfer request via the Principal Open Transfer Portal.
- Keep your candidate warm and excited about joining your team for the 2024-2025 school year. Communicate consistently.
CURRENT PRINCIPAL
Upon receiving official email notification or tracking Principal Open Transfer Portal under ‘Exiting Employees’, you may submit a requisition to post the vacancy.
NOTIFICATIONS
Human Resources will send email notifications of approval/denial throughout the open transfer period to the employee, current and receiving Principals, and respective Talent Coordinators. Transfers are not final until an approval email notification has been sent from Human Resources. All notifications will be completed by Friday, May 3, 2024.
HISD launching Aspiring Assistant Principal Academy
HISD is launching the Aspiring Assistant Principal Academy, a 12-week intensive program beginning in January that seeks to mold teacher leaders into the next generation of assistant principals.
Application Details:
• Start date: Nov. 1, 2023
• End date: Nov. 30, 2023
• Eligibility: Candidates must have a Master’s Degree in Education and will require a letter of recommendation from their current principal and executive director of feeder.

HISD is a participant in Grand Canyon University’s “Participants in Learning, Leading and Serving” program (PLLS), which provides members of our school community the opportunity to earn a bachelor, master, or doctoral degree online and receive a scholarship.
read more…Superintendent F. Mike Miles’ message to HISD staff
On June 1, 2023, F. Mike Miles was officially named Superintendent of Houston Independent School District.
“From my perspective, our charge is both clear and ambitious,” he said in a message to HISD staff. “We must make HISD the kind of large urban school district that prepares EVERY student for work, life, and citizenship in the global marketplace of 2035.”
Miles has been an educator for close to 30 years and has dedicated his life to public service — first as a soldier, then as a diplomat. As an instructional leader, Miles has helped teachers and administrators in school districts across the country improve instruction and raise achievement.
“Houston can and will lead the nation,” said Miles. “We have an opportunity to reimagine education and prove that large, diverse districts can do right by all children. Education will once again be a pathway out of poverty. We will prove all students can and will achieve, and our public schools will be the place where equity and justice are the standard, where every child is seen, heard, and given access to the resources they need.”
In his first few days in HISD, Miles unveiled his New Education System model for 29 campuses. The new plan comes with higher salaries, more support for teachers, and an innovative staffing model that puts the focus on classroom instruction and improved student outcomes. “I ask you join me in turning your focus to our next school year,” said Miles. “You will have tools and supports to execute on the goals that are set for you. Everyone working in HISD will be aligned to a shared vision, and individuals will be matched to their best-fit position in the district.”

Note to all employees on less-than-12-month (260 days) duty schedules (employees with escrow deductions)
One week of pay will be advanced for the week of Aug. 7, 2023, and then recouped via escrow deductions over the next 23 paychecks, starting with the Sept. 13, 2023, paycheck.
Why is the advance necessary:
This shift in the calendar happens every sox to seven years. In August 2022, teachers reported on the second Monday, Aug. 7, 2022. In 2023, teachers will report on the second Monday, Aug. 14, 2023. The advance is necessary to cover the gap for the week of Aug. 7. If pay was not advanced, the Aug. 30 paycheck would be short one week of pay.
If an employee terminates during the school year, the remaining advance will be collected on the final paycheck.

HISD is excited to have successfully submitted its application to Texas’ Teacher Incentive Allotment (TIA) in April 2023. TIA is a program that supports the recruitment, retention, and placement of teachers through performance-based bonuses, particularly in high-needs districts and schools. As announced in Spring 2021, HISD is eager to participate in TIA because it will increase compensation for the district’s teachers and teaching assistants.
In HISD, local designations for TIA will be determined by three components: Formal T-TESS instructional practice ratings, Student Growth Measures (SGMs), and Student Feedback Surveys (SFS). HISD will be notified in August if the district’s application has been approved by the state. This month’s focus will be on the student growth component.

The open transfer deadline for the 2023-2024 school year has been extended.
Open transfer provides teachers, counselors, nurses, librarians, and other qualifying educators on a Chapter 21 contract an annual opportunity to switch campuses and accept job offers with other district departments.
The open transfer period has been extended by two weeks and the deadline for open transfers is now Friday, May 12.
