The Bond Oversight Committee convenes on Tuesday to review fourth quarter progress on the bond program.
HISD’s Bond Oversight Committee held its quarterly meeting on Tuesday, with the panel receiving an update on the district’s $1.89 billion bond program covering the fourth quarter 2015.
The panel was briefed on project highlights of several schools and heard from HISD’s Chief Information Technology Officer Lenny Schad, who also is acting chief operating officer overseeing the bond program.
Updates will be provided on design plans and project status for each campus
Community meetings have been scheduled during the first quarter for the following seven bond schools, to inform stakeholders of project plans to rebuild or renovate their campus as part of HISD’s $1.89 billion bond program. Attendees will hear from project architects and other team members and will have the opportunity to ask questions.

Building progress at Furr High School has reached a noteworthy milestone already this year, as workers have begun installing the concrete and masonry walls, marking the beginning of vertical construction.

Waltrip’s project scope includes partial replacement and general renovations to the existing building to accommodate 1,800 to 2,000 students.
Students are remaining on campus throughout construction. Significant behind-the-scenes work has been ongoing in the past year including the upgrading of the campus main electrical service feed, replacement of electrical panels and transformers in several areas along with needed demolition work.
Installation of a new curtainwall system and windows and upgrades of athletics offices and locker rooms were the main focus in the third and fourth quarters. Replacement of the fire alarm, HVAC and electrical systems are ongoing. Band hall and JROTC renovations are now underway. Some renovated classrooms were made ready for move-in over winter break.

Auditorium seat replacement has begun with the installation new cushioned seating.
New fire sprinkler system pipe is being installed above the ceiling in the dining area.
Newly renovated CTE Health classrooms, science labs and other classroom areas including Extended Learning rooms in the three-story academic wing are being completed and HISD movers are setting these new rooms up for teachers’ and students’ use next week for school.
Renovation of the new Art Room lab is progressing.
Renovation to several existing restrooms in the three-story academic wing is nearly complete.
Renovation and build-out of the Boy’s Athletic Locker Room area wall stud framing is nearly complete and electrical work is under way.
The new Band Addition foundation is progressing and structural steel is on site, erection of steel columns and beams has begun.
As each area is complete and operable it is turned over to campus personnel for use. The project has a target completion date of third quarter 2016.

Yates will receive a new $59.4 million school to accommodate 1,300 to 1,500 students. The building will have a grand entryway with large windows that connects the front and back entrances and additional learning spaces designed to accommodate the school’s career and technology programming including the communications magnet.
Other features include a three-story academic wing with flexible core learning centers, and a one-story high volume performance wing with an auditorium, spaces for fine arts and JROTC, a gymnasium, and athletics area.
Abatement is underway on the Phase I buildings slated to be demolished to make room for the new school. Construction on the new building will start in the first quarter of 2016, with a target completion of first quarter 2018.

Austin High School is slated to receive a new $68.4 million facility preserving the architecturally significant building structure for 1,800 to 2,000 students.
The project held its first community meeting in August of 2015 to discuss the design progress to date. The preliminary plan maintains the front facade and historic auditorium while renovating the architecturally significant portion of the building along Dumble Street. The back section of the building along Lockwood will be replaced with a new addition. The concept includes a new entrance for visitors to enter from Jefferson Street, which will be constructed adjacent to new administrative offices. The plan also includes cutout drives for buses on Lockwood and parent cars on Dumble to avoid blocking traffic lanes during commute hours. Additional features of the new campus will include new gymnasiums and CTE labs and a new kitchen and dining commons area with both indoor and outdoor seating options. The two current courtyards will be kept and enhanced as additional flexible learning space.
A second community meeting will be held in early to mid-2016, with the goal to have the project out for bid by the end of the year.
Kashmere High School, which is getting a $17 million renovation to its existing facility, held the first of three community meetings earlier this fall to share information about progress on the project’s design.
The renovation will enclose the center courtyard to create a large indoor flexible space with natural light for year-round use. The design merges the four main campus buildings into one and also will feature an updated front entrance. The permitting process with the City of Houston is underway, with review set to begin in January.
Construction is expected to begin in the second quarter of 2016 and take about 9 to 12 months to complete.

Steel beams and columns soaring five stories high can now easily be seen in many parts of the Medical Center as construction on HISD’s new $64.5 million DeBakey High School for Health Professions is well underway.
DeBakey will receive a new five-story building, located on the western side of the Medical Center complex on land donated by the Medical Center. The 198,000-square-foot building for 900 to 1,000 students will feature state-of-the-art medical training equipment with teaching labs for dental, rehabilitation, and patient care. These will include mock hospital rooms and science labs designed to mimic real-world research labs.
The new building is scheduled to open for students in August 2017.

Worthing High School will receive a new facility that will incorporate the new Phase 1 two-story classroom wing for a campus accommodating 1,100 to 1,300 students.
The wing will be completed this spring, followed by the demolition of the old facility, and construction of the Phase 2 portion. The $30 million project will feature four flexible learning centers, three CTE classrooms, and new spaces for administration, student guidance, athletics, and dining. Design plans also include abundant natural light throughout and outdoor courtyards, which can be used as learning spaces.
Phase 2 construction will commence after abatement and demolition is complete in the first quarter of 2017. Students will remain on campus, in the new Phase 1 wing during construction.
Barbara Jordan High School is receiving $36.6 million under the bond program for a new school that will serve as a career and technical training hub for any interested students attending nine nearby high schools: Davis, Furr, Kashmere, North Forest, Reagan, Houston MSTC, Washington, Wheatley, and Yates.
Students will spend part of the day at their home school and the other part at Jordan. The transition to a career hub will take place as the school is rebuilt.
The school held its first community meeting in October to gather feedback on proposed design concepts. The new school would feature a central administration area, with the automotive shop, precision metal, and construction programs in one wing of the building and quieter programs, such as human sciences, on the other side.
The main entrance would be off Kelley Street, but the school also would offer an equally welcoming space for students coming into the school from the back, where buses would drop off. The goal is to create a building that will have a presence on a very visible site. Jordan is located at 5800 Eastex Freeway, at the intersection of U.S. 59 and Loop 610. In addition to lab space, the school would feature a learning commons with a monumental staircase that could be used for everything from studying to lectures. Because students will be traveling to Barbara Jordan from their home campuses, the building would feature grab-and-go lunch options.
Construction is tentatively slated to start in the second half of 2016, and would take approximately two years. A second community meeting to discuss the design development will be held in mid-2016.
